Let the length of the carpet be 5m (as the dimensions is mentioned in the question)
Now, the area of carpet =10m^2(Area of rectangle =L×B)
Length of border is 25cm which is equal .25m
Now the length of the blue coloured carpet =4.50m
and breath of the blue carpet =1.50m
Putting the dimesion in the equation
4.5×1.5(l×b)=6.75m^2(area of blue coloured carpet)
The ratio is 6.75/10 =1.35/2
#extra information
Subtract the area of carpet including the area of red portion,we will get the area of red coloured portion of carpet(10m^2-6.75m^2)=2.25m^2
