A cell is bathed in fluid but you notice that water is flowing out of the cell what kind of solution is this isotonic, hypotonic,hypertonic?

Then the solution is hypertonic - with higher concentration of solutes.

Since there is more concentration outside the cell, the water from the cell flows out of the cell to balance the concentration.  Flow continues till the two concentrations are equalized.
