After 3 men leave,

x−3 men finish the work in  (19+3)=22 days.

Now the number of men is inversely proportional to the number of days  in which they finish the work.

∴ x/x-3 = 22/19

⟹19 x = 22 x−66

⟹ 22 x-19 x = 66

⟹ 3x = 66

⟹ x = 22

So the original number of men was 22.
