hi friend
here's your answer looking for

the circumference of circle =

2\pi \: r \\  \\  = 2 \times  \frac{22}{7}  \times 28 \\  \\  = 88cm

now,
let l= x
and b= x+16

so,
perimeter of the rectangle = 2(l+b)

88 = 2(x + x + 16) \\  \\ 88 = 2(2x +16) \\  \\  88 = 4x + 32 \\  \\ 88 - 32 = 4x \\  \\  56 = 4x \\  \\  \frac{56}{4}  = x \\  \\ x = 14
so,

l= x = 14cm

and ,

b = x+16= 14+16=30cm

so, this is your answer

hope you are satisfied with my answer
