it happens due to apparent depth phenomenon

in order other words,the objects which are in different medium appears to be raised or settled down.

the coin appears to be raised because of the refraction of light

since light is travelling from a denser medium i.e. glass to a rarer medium, it bends away from the normal and makes a perspective that the coin is raised up when viewed from an angle
