Let X be the number of employees who have worked for less than 6 months then 250-X be the employees who have worked for more than 6 months, then.

4000X + 8000(250-X)=1700000

Dividing both sides by 1000 :

4X + 2000-8X=1700

4X-8X=1700-2000

-4X=-300

X=75

THEREFORE THE NUMBER OF EMPLOYEES WHO HAVE NOT COMPLETED 6 MONTHS ARE:
75
