They both expand exactly the same.

This is just like one of my dad's favorite questions. If a metallic donut is heated does the whole grow larger, smaller or stay the same?

The way to look at this solution is to realize that if the hole was filled with the same material, the ring of material that's left on the outside has to expand in order to allow the filling to expand as well.
