hey mate here's ur answer

height of cylinder h = 1 m = 100 cm

let it's radius be x cm

volume of cylinder = 15.4 l

we know that

1 l = 1000 cm³

15.4 l = 15.4*1000 cm³

15.4 l = 15400 cm³

we know that

volume of cylinder = πr²h

πr²h = 15400

3.14r²(100) = 15400

314r² = 15400

r² = 15400/314

r² = 49 (approx.)

r = 7

now CSA of cylinder = 2πrh

= 2*3.14*7*100

= 14*314

= 4396 cm²
