For this you have to use the concept of rotational motion.

At the top of the path weight of bucket is balanced by centrifugal force. Hence

 \frac{m {v}^{2} }{r}  = mg

or

v =  \sqrt{rg}

Putting value of r and g you will get v. I am assuming g = 9.8 m/s²

v = 4.2 m/s.
