Let his C.P = 100  

C.P (false ) = 90 ( cheats by 10%)  

S.P (false ) = 110 ( cheats by 10% on CP , professes to sell his articles at cost price )  

P% = (SP - CP / CP ) * 100 = (20 / 90 )* 100 = 22.2
