Solution:

Water is a liquid form of matter.

The observation that a diver is able to cut through water in a swimming pool shows that down there is a quiet strong force of attraction between the particles of a liquid which holds them together but the force is not strong enough to hold the particles of the liquid in fixed positions. So by applying greater Force a diver is able to overcome the forces of attraction present among the particles of water and hence cut through water in the swimming pool.
