Solution:
Water is a liquid form of matter.
The observation that a diver is able to cut through water in a swimming pool shows that down there is a quiet strong force of attraction between the particles of a liquid which holds them together but the force is not strong enough to hold the particles of the liquid in fixed positions. So by applying greater Force a diver is able to overcome the forces of attraction present among the particles of water and hence cut through water in the swimming pool.

Here is your answer

» Explanation and Answer :-
As we know that water is a liquid and the liquid have less intermolecular space between them.
So, a diver can easily cut water in a swimming pool but it can't from a solid due to tightly packing of the molecules of the solid.
» Property :-
So, here the property used is the less intermolecular distance between the particles of matter (i,.e. water)
