if X is considered to be series resistance and R as galvanometer resistance then resistance of voltmeter is

2000 =  R + X  ....1

from information provided in the question we hve

\frac{R}{R+X} =\frac{1}{40}    ....2

from 1 and 2 we have

\frac{R}{2000} = \frac{1}{40}

R = 50 ohms
