A gas filled balloon moves up. Is the upward force action on it large or smaller

When helium gas is filled , this phenomenon is observed.

Here helium is a lighter gas than the atmosphere near the crust. So the gas tends to move up to a lighter atmospheric region. This upward force is gien by atmosphere and is = 1atm pressure. That is how much the air above us exerts on us.
