I would say the force acting is larger than gravity, because if it was smaller then the balloon would have been pulled back down to earth.
We all know that a balloon is filled with the lightest air " Helium ". In some way there might be a possibility that with or without gravity balloons that are filled with air will always have a larger force acting upon it.
