A glass rod can be charged by rubbing it with silk or plasti while holding it in your hand ...would you conclude from that glass rod rod is a conductor or an insulator?

when we rub silk and plastic they attain a particular type of charge but we would conculde that it is an insulator because every object in the universe has charge but conductor are the special type of object which allow the charge to flow through them.

But glass rod, plastic, silk etc do not allow the charge to flow through them so it is an insulator.
