The green layer is of copper hydroxide and copper carbonate, just like iron here copper corrodes to form these substances which is we call rusting.

Copper reacts with oxygen ( slowly) to form copper oxide. Copper oxide reacts with water and CO2 to form-

Copper hydroxide- 30% (blue)
Copper carbonate-70% (green)

The reaction which take place is as follows-

2Cu+O2+H2O+CO2---> Cu(OH)2+CuCO3
