A number of 40 Turkish nobles commonly referred to as Chalisa started administering Delhi provinces, in the early decade. This pattern was designed effectively by Sultan Illutmish. It is considered to be the first ministerial terminology in the history of India.

Though the Sultan / King has the administrative rules, Chalisa played an important role in selecting sultans to the state. If any succession was missed or not left with any kings, then Chalisa might govern the state.
