When wind blows faster, the water vapours released during transpiration are removed faster and the area outside the leaf does not get saturated. Hence the rate of transpiration is high.

the transportation rate is more of the wind is blowing as the water vapour is removed faster from the leaves and thus water loss is more..
there are also some other factors affecting the rate of transportation... they are sunlight, temperature, wind, humidity, etc...
