Why is that at the state level the chief minster is head of the government and the governed is head of state

The cm is head of govt. because he/she is the head of of only council of ministers which forms government and governor is the head of state as he is the head of the all the functions like council of ministers , justices of high courts and institutions.

it is stated and made perfectly clear in the construction of the constitution of India that the cm is the head of government since he's elected by the people through voting..they elect him to be their leader i.e. to run the government..that's why he's known as head of government...
whereas it is the governor who executes the orders passed by the state legislature therefore he is known as head of state .
he's not elected by voting..rather the president of India appoints him/her as a representative of the people..
