Let the speed of both the animals be v.
Let the mass of the dog be 'm'.
Now, according to the question, mass of the horse = 10 x m = 10m
Kinetic Energy of the dog = 1/2 x m x v^2
Kinetic Energy of the horse = 1/2 x 10m x v^2
Ratio = 1/2 x m x v^2 : 1/2 x 10m x v^2
= m : 10m
= 1 : 10
