let the speed be X.
K.E=1/2*mass*(velocity) square
in case of horse, kinetic energy is 1/2*210*(X)
square that is 105 X square

in case of dog , K.E=1/2*25* (X ) square
that is 12.5 X square
so, horse poses more kinetic energy
