A horse, pulling a cart has to apply a greater force to start the cart then to keep the cart in motion. Why?

According to newton's first law of motion, An object at rest stays at rest and an object in motion stays in motion with the same speed and in the same direction unless acted upon by an external force. This further refers to the law of inertia, ie: the amount of force required to overcome the current state of motion, so to keep the cart in motion is very easy, but we need to overcome inertia as we push the cart.
