the action and reaction forces do not act on the same body but act on different bodies. therefore they do not cancel each other out. if the horse is able to apply enough force on the sled to overcome the force of friction, the sled will move.the horse pushes the ground backward with its feet. the ground applies the force of reaction in the forward direction. if this forward reaction is greater than the force of friction, the sled will move.
