Simple. 13 days.How?

Well here goes,

A is 30% more efficient than B : A + 0.3A =1.3A

Work done by A in one day: 1/23

Work done by B in one day: 1/(1.3*23) = 1/29.9

Work done by A+B in one day: 1/23 + 1/29.9 = 1/13

If both of them worked together, it would take them 13 days.
