l=?

l=√h^2+r^2

l= √(7)^2+(24)^2

l=√49+576

l=√625

l=25 cm

now, cloth required for making one cap

= LSA of cone

= πrl

=22/7*7*25

=550cm^2

now cloth required for making 20 caps

=LSA×20

=550*20

=11000cm^2
