Because it is not rigid. Its matter can flow, it doesn't have any particular shape. Its particles can displace and acquire shape according to the pressure applied on its different surfaces.

becaz the particles in matter of liquid are moving freely..it's having space between them...So it flows and takes the shape of the container..
