Suppose the man started from point A and headed to 10m in the east (let it be point B), again he moved to 24m in North (let it be point C)  Joining points ABC will form a triangle right-angled at B  Using Pythagoras theorem, (AC)^2 = (AB)^2 + (BC)^2 =>(AC)^2 = (10)^2 + (24)^2 =>(AC)^2 = 100 + 576 = 676 =>AC =  26  Hence, he is standing at 26m from the starting point in the NE  direction.
