a man purchases a certain number of toffees at 25 rupees and the same number at 20 a Rupee. he mixes them together and sells them at 45 for 2 rupees.what does he gain or loss percent in the transaction

Read the question carefully...it is said in the question that he buys equal no of toffees at different rate ..
First rate is 100 paise for 25 tofees and second rate is 100 paise for 20 toffees...it means 4 paise per toffee and 5 paise per toffee ...now he mix them and sells..so cost price of one mixed toffee is average of (4+5)/2=9/2...
Selling. Price of one toffee is 200/45=40/9 
Ratio of cost price and selling price is (9/2)/(40/9)=81/80
We can clearly see that 1 rupee loss on the cost cost price rs81. 
So percentage loss is (1/81)×100= 1,19/100

25 Toffees  are bought in Rs 1

1 Toffee is bought in 1/25

100T  toffee bought in  100T/25 = 4T Rs

20 Toffees  are bought in Rs 1

100T  toffee bought in  100T/20 = 5T Rs

Cost Price = 4T + 5T = 9T Rs

Total toffees = 100T + 100T = 200T

45 toffees sold  for  = Rs 2

1 Toffee sold for = 2/45

200T  toffees sold for = 200T * 2/45     = 80T/9   Rs

Loss = 9T - 80T/9  = T/9  Rs

Loss % = 100 * (T/9) / 9T  = 100/81  = 1.23 % Loss
