a man with blood group B marries a woman with blood group O and their daughter has blood group Of. is this information sufficient to tell you which of the traits that is blood group B or O is dominant? why or why not?

The information is not enough to decide which blood group is dominant.

But universally , blood group A is dominant whereas blood group O is recessive.

case 1: For an A group father it may be homozygous (AA) or heterozygous(A0) as pairs.So as A is dominant and  an O group mother, the O group is recessive, then the daughter may have either group O Or A.

If A from father crosses with O of mother then blood group of daughter =A(dominant)

case 2:But if O from father crosses with O of mother then blood group of Daughter=) (as recessive) blood group expressed in homozygous condition.
