The above is an application of Newton's third law of motion which states that:

"Forces act in pairs. For every action, there is an equal and opposite reaction. They act on different bodies."

According to Netwon's third law, As the man steps off the boat to get on the shore, he moves towards right. The boat should move towards left because the forces acted in pairs here, they are equal and opposite to each other.

He is applying a force on the boat in the backward direction, as a result the boat is applying a force on the man in the forward direction. Hence, the correct option is move away from the shore (Option A✓)
