Let's consider the milk portion of the mixture as 'x' and water as 'y'

Thus the first mixture will be = x + 4y

And the second mixture will be = x + 2y

If the 2 mixture were mixed together,

The final mix will contain = (x+x) = 2x portion milk

And (4y+2y) = 6y portion water

Thus the new proportion is

2x : 6y ≡ x : 3y

Or, it can be said to be 1 : 3
