Police can or cannot register complaint based on the kind of crime.
There are two types of crime cognizable and non-cognizable crime.
The first one is serious crimes like rape, murder etc. for which FIR is register and no police officer can deny registering it even after any minister calls to stop the police officer to register it.
You can complain to higher office and even move to court against it.
