HOMOEGENEOUS :- these are mixture systems that are uniformly(equally) distributed ,miscible(will dissolve).
HETEROGENEOUS :- these are mixture systems that are unequally(not uniformly) distributed ,immiscible(won't dissolve).
a mixture of water and alcohol forms hydrogen bonding and get dissolve .but oil and water can not form hydrogen bonding so it's not dissolve.

In the mixture of alcohol and water, the alcohol is dissolved in water and form the bonding. But in case of oil and water, the oil is not dissolved in water and do not form the bond.
