Yes it can be separated by the method of winnowing because sugar crystals are more dense and hence it doesn't get affected by the gentle breeze of wind while falling down from a height, but powered salt's particles are very light and hence gets diverted from falling straight into the floor and gets away with the wind in the direction of it's flow; therefore separating it from the sugar.
