Down stream Time =  2D/(B + kB)  = 2D/(B(1+k))

Upstream Time = D/(B - kB) = D/(B(1-k))

Upstream Time = 50% more than downstream time

D/(B(1-k))  = 2D/(B(1+k)) * 1.5

=> 1/( 1- k) = 3/(1 + k)

=> 1 + k = 3 - 3k

=> 4k = 2

=> k = 2/4

=> k = 1/2

Speed of Stream = B(1/2) = B/2

In % = (B/2B) * 100 = 50 %

The rate of stream is 50% of the speed of the motorboat in still water
