my thinking is quite similar to you, the suggestions are:
1.now a days judges were been not much fare to laws & duties
2.they need to say the law but they are only spoiling it
3.to overcome this problem we need to change some thing
4.it doesn't mean to change constitution, some thing in society
5.citizens need to appoint nearly 5-10 members of different places in a state
6.if it is in a country nearly 10-20 members must be appointed
7. there will be some qualification and also good behaviour
8.then your dream might be possible
