Let the number 100 

New no. after decrease=100-30%of 100
                                     =100-30                                      {Since 30%of100=30}
                                      =70
 New number after increase=70+40%of 70   
                                            =70+(40*70)/100
                                            =70+2800/100
                                            =70+28
                                            =98
   Since  98<100 so there is decrease
                    Overall decrease=100-98=2
                    Percent decrease =(2/100)*100=2%
Ans:OVERALL PERCENTAGE CHANGE=2%decrease
