Let the number be 100 and 20% of 100 is 20 and 100 + 20 =120

NOW,

10% of 120 is 12 and 120 - 12 = 108 NOW,

decreasing rate in these conditions are 120 - 108 = 12

NOW, decreased percent is (12/120) ×100% which is equal to 10% ANSWER.
