Let x be the number.
When x is increased by 40% the final value would be x+40/100x=1.4x
When 1.4x is decreased by 40% then the final value would be 1.4x-40/100(1.4x)=0.84x
The net % would final-initial/initial×100
%=(0.84x-x/x)×100=-16
