first find the length by dividing 40 and 4 that is L=10m
then period of pendulum is calculated by T=2pi root(L/g)
then frequncy is reciprocal of time period that is 1/T
my calculated time period is 6.26sec and frequncy is 0,159hz
hope the answer is correct.

\bold{Time\:period}=\large\bold{\frac{t}{Number\:of \: oscillations\:in\:time\:t}}

=\large\bold{\frac{4}{40}}= \bold{0.1\:s}

\bold{Frequency}= \large\bold{\frac{1}{Time\:period}}= \bold{10\:Hz}
