let the distance between the house and the office be S

and the speed at which he goes to office x/3 km/hr

therefore the speed at which he comes from the office is x km/hr

time taken to reach office = S/(x/3) hr

time taken to come back from office = S/x hr

we know ,

average speed= total distance / total time

⇒ 12 = S+S/(3S/x)+(S/x)

⇒ 12 = 2S÷4S×x

⇒ 12 =2Sx/4S

⇒12=x/2

∴x=24 km/hr

∴speed while going to office = x/3

= 24/3

=8 km/hr
