Concave lens is a diverging lens when a person is not able to see nearby objects clearly.  The person can read a book that is closer clearly, but is not able to read the bus number located a bit far off. So he must be suffering from myopia, also known as nearsightedness. He cannot see distant objects clearly because the lens in his eye lacks the power to converge the rays from distant objects on his retina. The rays tend to converge at a point outside the retina and hence the difficulty in his vision. An external concave lens is used to focus the rays on the retina, thus correcting the problem.
