Speed 1 = 40 km/hr

Speed 2 = 60 km/hr

Let distance = x

Time 1 = x/40

Time 2 = x/60

Average speed = Total distance /Total time

= x+x // x/40+x/60

= 2x//5x/120 {After taking Lcm in denominator }

2x//5x/120 = (2x*120)/5x

= 240 x /5x

= 48 km/hr

Displacement = 0(Because the initial and final position are same as the person returned to his start point)

Time is same. So average velocity = Displacement /Time

= 0//5x/120

= 0

Hence, average speed = 48 km/hr and Average velocity = 0 km/hr. You can convert them into m/sec as well.
