The total length of wire will be equal to the perimeter of rectangle.
So, length of wire =
2(l + b)
2(8.9 + 5.4)
= 28.6cm

Now, the wire is bend to make a circle.
So, the perimeter of circle will be equal to the length of wire.

Perimeter of circle = 28.6
2πr = 28.6
r \:  =  \: 28.6 \times   \frac{7 }{22}  \times  \frac{1}{2}
r \:  =  \:  4.55cm
