A place where it rains in winter is "Tamil Nadu " due to North east monsoon winds that pick up moisture from Bay of Bengal and in Punjab, Haryana due to western disturbance which come from the Mediterranean sea.

IN WINTER

in India .. intense high pressure developed during winter .. but as u move more north-west ( Mediterranean areas).. there is more high pressure there.. because there is more cold there.. so in the perspective of that place.. India has a much lower high pressure
as a result wind blows from the high pressure to the lesser high pressure.( Kashmir,Punjab, wb) and causes rain ..thus is called western disturbances.. in Kashmir rain falls in the way of snow.. so the place receiving winter rainfall is Punjab
