In my point of view it is because a polar bear have thick fur which keep them hot n warm so thats why a polar bear has to move slowly otherwise its body will get overheated.

Hey mate here is your answer:-)

As we all know animal living in polar region like the polar bear have thick fat layer called blubber. If they walk very fast or run their fat will start to burn. And if this happens   it will cause problem for them as as the blubber is only the source which keeps them warm in those extreme conditions.
