There are different types of cloud based services as:

1) Infrastructure as a Service (IaaS): IaaS is on-demand access to cloud-hosted computing infrastructure - servers, storage capacity and networking resources. It doesn't support the web applications but only provides storage spaces and other infrastructures.

2) Platform as a Service (PaaS): PaaS provides a cloud-based platform for developing, running, managing applications.  The cloud services provider hosts, manages and maintains all the hardware and software included in the platform. It provides all the tools necessary for the building of application. But, doesn't do the required work to upgrade, bugfix the application.

3) Software as a Service (SaaS): SaaS is cloud-hosted, ready-to-use application software. Users pay a monthly or annual fee to use a complete application from within a web browser, desktop client or mobile app. The vendor manages all upgrades and patches to the software, usually invisibly to customers.

So, from the above description we can know that "Software as a Service(SaaS)" is the best suited option for the photo editing application.
