So we can write as

Number of digits in 1 digit page number will be 1 x 9 = 9

Number of digits in 2 digit page number will be 2 x 90 = 180

Number of digits in 4 digit page number will be 3089 – (9 + 180 + 2700)

                                                                      = 3089 – 2889

                                                                      = 200

So number of pages with four digit page numbers will be 200 / 4 = 50
