Why would you think a prisoner is not allowed to grow a beard? I'm not familiar with any prison rules in US state or federal prisons that dictate hair or beard styles. My patients have a full range of facial hair styles, according to their personal preferences.

They do have rules about prison uniforms worn to appointments, but beards? Strictly a personal choice.
