A rebellion is usually carried out to bring about a revolution or change. It occurs to show disappointment against something. The rebellion might fail that is it might not complete it's objective of bringing about the desired change but it cannot be said that is has failed completely. This is because it does unite people of different social groups or maybe ethnicities to fight for the cause.
